The University of the Balearic Islands has a solid track record in the study and development of early warning systems for natural risks, and it has consolidated a body of scientific and technological knowledge oriented toward smart land management and knowledge transfer in these fields. This scientific and technological line of work has led to the creation of the Centre for the Observation of Natural Risks and Emergencies of the Balearic Islands – RiscBal, approved by Executive Agreement on March 26, 2025, as a flagship centre for the management of scientific and technical infrastructures and equipment under the Experimental Support Area and Scientific and Technical Services (ASESC) of the University of the Balearic Islands. The RiscBal Centre is embedded within a broader framework of institutional efforts to improve public service, specifically in the field of civil protection and emergency management, with the aim of enhancing response capacity and territorial resilience through tools and resources for land management and risk mitigation. It also seeks to ensure that the institutional, research, innovation, and academic ecosystem has access to reliable information.
